
The CIPRIANO FERREL EDUCATION CENTER is a new facility providing a wide-range of educational services - from HeadStart programs for pre-schoolers; through tutoring and after-school computer resources for teenagers; to adult classes in basic education, English-as-a-Second-Language, and community college offerings. Located in the Nuevo Amanacer apartment complex, CIPRIANO FERREL faces onto a neighborhood plaza and completes the build-out of the Nuevo Amanacer master plan.
The building is named in honor of Cipriano Ferrel, a Willamette Valley community organizer, advocate for the rights of migrants and farm laborers, and founder of the Farmworker Housing Development Corporation. The project development has been a cooperative effort between the City of Woodburn (sponsor) and the Farmworker Housing Development Corporation (program operator) using Community Development Block Grant funds and private funding.

The Cipriano Ferrel Education Center includes:
- Two HeadStart classrooms (for preschool children), a daycare
classroom, and children's playground.
- Computer classroom and resouce center (prewired for 18 computer
stations).
- Two adult education classrooms.
- Acoustic room divider between adult classrooms so that they
can be combined into one large classroom or banquet room.
- Fully equipped commercial kitchen.
- Skylights and generous north windows for natural daylighting.
- "Green building" and energy-saving components, including:
economizer cycles on air conditioning systems; natural lighting;
occupancy sensers and dimmable switches for light fixtures; wood
framing members manufactured from second-growth forests; and non-toxic
stained concrete floors.
- Barrier-free accessibility throughout.
- Landscape design including shade trees and plants native to
western Oregon.
- Artwork by professional artists and by Woodburn school children
working under the direction of artists.
